SUPPORT FOR THE PLATFORM FOR SECURITY AND DEFENSE INITIATIVES Project I: TOOLKIT ON HYBRID THREATS – PHASE II

PROJECT OBJECTIVE: To complete the study on hybrid threats facing the Republic of Moldova and to develop a set of practical tools on hybrid threats to enhance preparedness and resilience in Moldova and across Europe.

OBJECTIVES:

To finalize the analysis of hybrid threats by identifying the evolution of hybrid tactics and trends observed throughout 2024, assessing the effectiveness of countermeasures used by Moldovan authorities and international partners, and completing in-depth assessments of specific hybrid threats impacting Moldova.
Developing the hybrid threats toolkit with case studies, by continuing to develop a comprehensive toolkit adaptable to various European contexts, which will include Moldovan practices for addressing hybrid threats and presenting countermeasures.
Disseminating the findings and the toolkit by sharing the toolkit with the EU, NATO member states, and relevant stakeholders.
Project period: January–December 2025

Project II: STRENGTHENING COLLABORATION AND ADVOCACY FOR THE WOMEN, PEACE, AND SECURITY AGENDA

PROJECT OBJECTIVE: To improve collaboration between civil society and state institutions for the effective implementation and promotion of the Women, Peace, and Security Agenda and the National Implementation Program for UNSCR 1325 on Women, Peace, and Security for the years 2023–2027.

OBJECTIVES:

Establishing effective dialogue mechanisms by organizing and holding regular meetings between CSO representatives and relevant officials/institutions to discuss progress, challenges, and opportunities in the implementation of Resolution 1325, and by developing action plans and assigning responsibilities during each meeting.
Promoting the WPS Agenda by implementing a promotion strategy focused on advancing the priorities of the WPS Agenda and UNSCR 1325, and by designing and distributing visibility and promotional materials to amplify the messages.
Capacity building and problem-solving through joint workshops focused on challenges related to the implementation of Resolution 1325, supported by case studies and concrete results, as well as through training sessions on the implementation, monitoring, and evaluation of Resolution 1325.
Project period: January – December 2025

Project III: ORGANIZATIONAL DEVELOPMENT

PROJECT OBJECTIVE: To support the core operations of the Platform for Security and Defense Initiatives (PISA) to ensure the effective implementation of strategic objectives, improve engagement with stakeholders, and enhance the organization’s visibility.

Main planned activities:

Developing and updating the English version of the website to expand the audience and strengthen PISA’s international presence;
Optimizing the organization’s strategic direction and internal processes to increase institutional efficiency and coherence and to support medium- and long-term action plans;
Developing a clear and concise communication strategy designed to increase PISA’s visibility and facilitate stakeholder engagement.
