Orlin Nikolov, Director, NATO’s Crisis Management and Disaster Response Centre of Excellence, guest speaker at Security Corner, part of the Moldova Security Forum 2025

How do you manage crises when they never come one at a time – from cyber attacks and pressure on critical infrastructure to disinformation and humanitarian emergencies? In this interview, we discuss integrated crisis management in the Republic of Moldova, the role of the new crisis management centre, and how the government is working to connect cyber defence, infrastructure protection, emergency response, and strategic communication so that hybrid threats don’t cascade into multi-sector crises. We look at effective early-warning indicators, cross-agency data-sharing, and how to maintain public trust when false narratives spread faster than official information. The conversation also addresses a crucial question for ordinary citizens: what is the most important thing people can do in a crisis to stay safe and avoid being misled by disinformation?
