HYBRID THREAT TOOLKIT: MOLDOVA AS A CASE STUDY AND RECOMMENDATIONS FOR EU AND NATO MEMBER STATES

Background: Moldova faces unique hybrid threats, providing a valuable case study for the EU, NATO member states and other European countries.

Objectives:

  • Conduct a detailed analysis of hybrid threats in Moldova.
  • Elaboration of a case study report.
  • To create an interactive toolkit with practical measures to counter hybrid threats.

Activities:

  1. Collect and analyze data on hybrid threats.
  2. Compilation of findings into a case study report.
  3. Stakeholder engagement through consultations and webinars.

Outputs:

  • Methodology for a hybrid threat report developed.
  • Stakeholder consultations organized.
  • Initial summary of findings produced.

Beneficiaries: Security analysts, policy makers, Moldovan security forces, government institutions and academic institutions.
