For a small state like the Republic of Moldova, how could the crises, hybrid tactics from turning into full-blown systemic shocks? In this interview, we discuss the single most critical pillar of resilience: a unified crisis-governance system that links early warning, critical-infrastructure protection, and crisis public communication into one practical framework. We also look at the role of civil society and citizens in a coordinated national response, including how we act when multiple crises hit in parallel – energy, security, disinformation – and how to stop them from reinforcing each other. How to prepare for a crisis at the institutional and individual level?
