PROMOTING THE WOMEN, PEACE AND SECURITY AGENDA THROUGH STRATEGIC COMMUNICATION AND MONITORING
The aim of this project is to promote transparency, accountability and effective communication in the implementation of the Agenda on Women, Peace and Security (WPS) in the Republic of Moldova, through 2 general objectives:
- Development of a mid-term evaluation report that promotes transparency and increases trust in state institutions in charge of realizing the WPS agenda.
- Strengthening strategic communication capacities for the effective promotion of the SPF Agenda in the Republic of Moldova.
Objective 1: Elaboration of a mid-term evaluation report to promote transparency and increase trust in the state institutions in charge of realizing the SPF Agenda.
- Increase transparency and accountability among institutions and ensure a clearer understanding of the state of implementation of the NAP.
Expected change: Strengthen the monitoring and evaluation process of the NAP by contributing to the development of a culture of monitoring and continuous improvement of the NAP implementation process and re-focus the remaining resources for the realization of the program.
- Conduct two focus groups with participants from different institutions.
Expected change: Involvement of different stakeholders in the focus groups will foster better collaboration between civil society and government agencies. The shadow report will benefit significantly from the data collection from the focus group process.
- Preparation of the Shadow Report.
Expected change: The Shadow Report will a) contribute to and improve implementation strategies, as the constructive feedback and practical recommendations provided in the Shadow Report will guide institutions in refining their approaches, leading to more effective implementation of the NAP; b) increase awareness and dialogue on the implementation of the NAP, fostering a better informed and engaged stakeholder community that is better equipped to support and contribute to the objectives of the NAP; c) and contribute to sensitizing donors and other stakeholders to help better implementation by reconsidering the remaining resources for program implementation.
Objective 2: Strengthen strategic communication capacities to effectively promote the Women, Peace and Security Agenda in the Republic of Moldova.
- Establishment of a working group composed of representatives of governmental institutions and civil society organizations to encompass diverse perspectives and expertise related to the promotion of the WPS agenda.
Expected change: Enhanced collaboration and exchange of perspectives will improve institutional communication, coordination of activities, development and implementation of the StratCom plan, ensuring that it is inclusive and representative of the various stakeholders.
- Organize working meetings with the established group.
Expected changes: Regular meetings will facilitate ongoing collaboration, problem-solving and refinement of communication strategies, leading to a more dynamic and responsive approach to promoting the SPF agenda.
- Organize an autumn camp for communicators from “NAP institutions” and civil society representatives, including for the development of the StratCom plan.
Expected changes: Identifying key points to be included in the StratCom plan and increasing strategic communication knowledge and skills among participants will improve the quality and reach of SPF messages, promoting greater public awareness and involvement.
- Develop and finalize a detailed StratCom plan to promote the FPS agenda.
Expected changes: The plan will provide a comprehensive framework for the promotion of the FPS Agenda, which will include key components the development of the StratCom Concept on FPS and will focus on the development of stakeholder mapping, narratives and messages, specific activities for different target audiences, communication channels, timelines and validation processes.
- Presentation and validation of the StratCom plan.
Expected changes: Ensuring alignment with the NAP will increase the effectiveness and sustainability of the plan, leading to more coherent and effective communication efforts.
- Advocacy activities in the form of a video spot and informational social media and media posts to promote key findings from the Interim Evaluation Report and StratCom Plan.
Expected changes: Increased knowledge and awareness of the main findings of the Interim Report and the StratCom Plan and, by working with the media, strengthened partnerships with them.
Outcomes:
- Increased transparency and accountability among institutions.
- Better understanding of bottlenecks and challenges in implementing the NAP.
- Strengthened collaboration and mutual understanding between civil society organizations and government agencies.
- Better understanding and knowledge of security issues and best practices, the FPS and StratCom agendas.
- Increased awareness and understanding of the FPS agenda among stakeholders.
- Improved communication and networking capacities for future advocacy and awareness raising efforts.
Target groups:
Institutions implementing the national program for the realization of UNSCR 1325 and the Action Plan: the Ministry of Interior, Ministry of Defense, Ministry of Foreign Affairs and European Integration, Ministry of Education and Research, Ministry of Justice, Customs Service, State Protection and Guard Service, National Anticorruption Center, Intelligence and Security Service, Reintegration Policy Office of the State Chancellery, Ministry of Labor and Social Protection, Ministry of Health, General Prosecutor’s Office, and Civil Society.
